MUNICIPALITIES AND DISTRICTS

​Local governments will be organized around cities with 100,000 or more people, unless otherwise mandated by the special conditions of a province. In rural areas, towns and villages will be merged into larger municipal units. 

Districts will form the smallest unit of e-governance, comprising on average 2,000 to 10,000 citizens within municipalities (and in many occasions, entire small towns now in existence). 

All virtual political units will include elected legislative, executive, and judicial components (among others), with special links to existing municipalities.
