SYSTEM
BLUECRATIC (aka VoTerra)
The BLUECRATIC concept
Welcome to www.bluecratic.com, a one-of-a-kind sociopolitical system:
The BLUECRATIC concept, to be named VoTerra, embodies a single virtual republic with a network of digital governments representing humanity, and the many forms ofpolitical expression across the world.
Members (e-citizens) are tasked with electing representatives, leaders, and policymakers at all levels of the digital government (in greater numbers than in the real world), and withdirectly voting on matters of international, regional, and local importance, i.e., a forum designed to be in direct competition with the governments currently empowered by law. This unique system features advances in the development of virtual politics, the creation of model digital legal codes, interactive and traditional educational tools, objective/professionalmedia, cultural exchange portals, and commercial applications so that members can fully engage the global community in a manner never before seen on the internet.
BLUECRATIC has been designed to compete with, influence, and apply "soft power" pressure on "hard power" brick-and-mortar polities and non-governmental agentsaround the globe. Additionally, it is structured to develop the natural political inclinations of all people in a healthy and socially productive manner, unlike social media andgovernments around the world that likely cater to elitist concerns. Thus, it provides citizen members higher levels of cultural awareness, academic and practical knowledge, politicalparticipation, policymaking, and e-governance worldwide with new institutions operating virtually and inspired by what makes us human (faith, family, country, and reason).
In its initial incarnation, BLUECRATIC governance will be centered on the San Antonio, Texas metropolitan-megacity or SAMM (Bexar and surrounding counties), then A-SAC (the Austin-San Antonio Conurbation); and is expected to grow to other regions. A new type of internet-based political leadership will emerge from this process, withmembers being encouraged to participate in "public voicing," which is a more professional and fact-based approach to opinion-making.
The site is not advocacy for world government (a level of federal authority to be discouraged), but merely a sincere attempt at online global national integration andconfederation, with an extremely decentralized focus through the recognition of internet-based municipalities, states, and national jurisdictions, and a very public butshadow-like presence. In other words, a stronger, more effective version of the United Nations but in virtual form, and completely independent of the influence of nationalgovernments around the world. Further, this forum creates innovative pathways for better access to objective data sources, increased knowledge of local and world affairs, religion, philosophy, science, and culture, and a more efficient e-commerce environment
Simply put, BLUECRATIC is the next logical step in the political, economic, social, and cultural evolution of the human race!
SITE MISSION
The essential mission of Bluecratic consists of three elements:
FIRST, Bluecratic establishes the conceptual framework for a new form of "public voicing," merging elements of professional and political networking with citizen-level andgroup-based participation, in order to produce a total web-based e-government. Contrary to current efforts which provide links to services or information provided by "brick-and-mortar" governing institutions, this site envisions a network of private, non-governmental actors forming a parallel system in competition with existing national and local polities.
An e-government is the compilation of traditional indicia of governmental power and structure in an online format, linking users throughout the world for the purpose of promotingawareness of the global nation, the SECOND great purpose of Bluecratic. This system is not an actual world government, nor should it be. Humanity is not developed sufficientlyfor that level of political integration (and likely, never will be). The basic premise upon which this site is founded is that no governmental authority can exist in a vacuum, or in theabsence of a universally recognized country that is to be represented. Therefore, the symbols and foundational building blocks of human political assimilation must first be establishedthrough a political association that concerns itself with the promotion of global personhood and intercultural cooperation.
Accordingly, the THIRD crucial function of Bluecratic relates to creating the philosophical and political underpinnings of a decentralized federation of internet-based, virtualstates forming a "global e-republic." Eventually, e-citizen members will create a simple, global network of people and entities, including but not limited to businesses and politicalinterest groups, whose objectives are to form political associations or "parties", vote for "officeholders" of worldwide, regional, provincial, and local e-institutions of governance, anddebate the common interests and law of the human family.
IN TIME, a critical mass of members could foster a change in hard power governmental entities, whether in democratic or authoritarian regimes, while building the social, religious, cultural, economic, and political ties that will define the dimensions of our homeland in the future. As the old adage suggests, that "great oaks from little acorns grow,"this site is indeed the next step in the political, economic, social, and cultural evolution of our species, which is not possible without independent action among private entities andglobal citizens; a pragmatic, liberal notion that is contrary to, but cognizant of the realist shackles of the present-day international system.
MAT (October 2014, updated in July 2024)
THE BLUECRATIC WAY
Bluecratic is designed to foster the development of global political, economic, and cultural integration, cooperation, and exchange. Rational individuals could ask whether humanity is ready to accept the global nation, the only one shared by all. However, this website'sfundamental theories and applications are based on the notion that people need only recognize the unavoidable truths of human existence; ourshared heritage and history, and the overwhelming political, cultural, and economic interdependence that permeates the existing global order.
The era of the Westphalian state and competitive internationalism is nearly over, and the time to rally around a common flag and engage incivilizational cooperation has arrived. Humanity is ready to begin the long process of national unity and political assimilation. One could evenargue that some semblance of a world culture has been developing for decades
Bluecratic recognizes that essentials of nation-building include some symbols and emblems. For example, reference the colors and stripesof this site's logo, comprising a flag that humankind can rally behind. This flag represents a humble beginning in the journey towards somemeasure of human political, economic, and cultural unification and/or integration. The blue stripe represents the source of life that makes ourplanet so very special and beautiful, and the black reminds us of the vastness of space and call to adventure and exploration that is so irresistibleto our species. This flag celebrates the common origins of humanity and the sanctity of all earthly life, especially human life and itspredisposition for reason and innovation.
The importance of global unity notwithstanding, it is evident from the organizational structure of Bluecratic that the relevance of localautonomy and governance will only increase. Humanity MUST remain skeptical of ANY effort to create an overarching world or regionalpolity that seeks to manage the affairs of billions of people in a centralized manner, even a virtual one (consider the path the European Unionhas taken in recent years towards increased institutional centralization). Thus, political decentralization and preference for local practicesand solutions together constitute the philosophical foundation of this site.
As a new sociopolitical system, Bluecratic must serve, care for, and protect our planetary home where the entirety of human history has beenstaged, while it embraces individual ingenuity and its offspring, the desire to expand the frontiers of knowledge. Bluecratic will thus be thepremier forum for public voicing (contrary to the failures of social media), within a network of private, e-governing entities representing allcitizens of the world, in fulfillment of everything the internet was meant to be but never was. It will eventually promote our mutualstrength, knowledge, and pursuit of peace through cultural assimilation, scientific advancement, and the acceptance of universal, transcendentaltruths which have fostered our growth as a civilization throughout history. Scientific inquiry, political equality, pluralism, the rule of law, individual success, service to others, communal development, inter-cultural dialogue, and respect for traditional institutions and values, including the human family and organized religion, are all key narratives to be cherished by the Bluecratic process.
Since an important function of this website is the promotion of public voicing, a better understanding of its nature is crucial for users. Public voicing is a structured method by which all people can engage the political process, subject to some measure of reliance on evidence-basedresearch or reference to objective criteria and on the purest forms of political processes to date, representative governance and ballot initiatives. Even in nation-states that claim to be democratic in nature or that receive global recognition for high levels of freedom and stable electoralsystems, inadequate representation and external pressures, especially pecuniary interests, tend to dilute the collective voice of the people andsolidify the power of a few individuals (akin to oligarchic rule). Public voicing and increased levels of e-political participation should remedysome of these concerns.
Perhaps the greatest feature of the Bluecratic system is its accommodation for faith, family, country, and reason, which are all uniquelycharacteristic of humanity. Sadly, the internet and social media have led to the continued promotion of impulsive, misguided, and false speechwhich, rather than enhancing the body politic, have diminished the democratization of global and local governance and led to censorship withinthe public and private realms of human socialization.
An example of "faith" is easily discernable from a review of Bluecratic. While Western political philosophy has generally espoused a strict"separation of church and state," the Bluecratic system takes a different approach. Faith must have a seat at the proverbial roundtable wherepolicy is debated, as a political union of all major religions would suffice. Reference the tab entitled "The Pillars" as an example of thiseffort. Moreover, in reference to the "family," consider that children as young as thirteen will be consulted where appropriate and given a voicein the affairs of the world, one they are destined to inherit one day (see the "Children's Assemblies" tab). Lastly, the concept of "country"permeates this entire website as individuals are taught to patriotically accept the call to honor, serve, and safeguard all communities throughoutthe world.
In the final analysis, social media have caused hard power in the world to become more dominant in the lives of all people, anddecreased the ability of world citizens to control the governing structures they live under or to understand the nature and function ofgovernment as a general matter. The Bluecratic system will correct these fundamental flaws and re-direct the internet in a moreengaging, educational, and fulfilling manner. Search
SAMM / A-SAC
THE AUSTIN-SAN ANTONIO CONURBATION (A-SAC) AND ITS PRECURSOR,
THE SAN ANTONIO, TEXAS METROPOLITAN-MEGACITY (SAMM)
This section will be fully formed at a later date and is expected to be the initial e-governing entity implemented within the Bluecratic system.
The Austin-San Antonio corridor is an emerging megacity, with more than 5,100,000 inhabitants as of 2024 (covering 15 counties within Texas, which has 254 counties throughout the state). Once fully operational, this "e-metroplex" will have its own virtual government consisting of a metro legislature of 750 representatives, a unique chief executive structure with a megacity chief executive and council (while incorporating existing special districts and county functions), a simplified judicial department, a culture forum(with 1,000 representatives), a committee of economic advisors (100 members), a proprietor council, a children's assembly, local "pillars," and DRTs (dispute resolution tribunals).
All nine components of the e-government will be separate from each other, constituting independent political "branches" of the A-SAC, which is itself comparable to amunicipal polity (see the e-Republic section) with sub-units (district level leaders totaling about 2,500 members).
The initial, San Antonio Metro-Megacity (SAMM) structure is expected to be nearly identical in structure and purpose (only with slightly fewer political actors), as follows:
THE A-SAC (with similar institutions for SAMM):
The City Chief and Executive Council: Divided into departments and governing units, closely resembling a more simplified version of existing units in the real world, including educational sub-departments, essential services, law enforcement, infrastructure, etc. Each council member will head a unique department, and the city chief executive, or "chief," will represent the megacity's interests in relation to other political units throughout Bluecratic and have special appointment authority within the executive structure. The city chief will beelected by all citizens within A-SAC (or SAMM), and the council members will be elected at-large. The council can veto legislation passed by the metro legislature (subject to approval by the voters), but only by 75% or more vote of all exiting seats. These officials will coordinate with district leaders to resolve problems at the neighborhood level.
The Metro Assembly: With 750 representatives, each covering a population district of no more than 7,500 people, all local laws are to be authorized by this institution. Each representative will author no more than ten bills per year, which must be voted on by the full assembly as written. Each bill must contain no more than 500 words, and if passed by the assembly, can be vetoed by direct vote of the citizens of A-SAC (if first vetoed by the Executive Council). All rules of procedure will be established by the assembly, and debates must be streamed on the Bluecratic site.
NOTE: THIS LEGISLATIVE ASSEMBLY COULD BE BICAMERAL, WITH ONE CHAMBER FOR WOMEN AND THE OTHER FOR MEN.
The Judicial Department: The purpose of this branch of the A-SAC is to resolve legal disputes among members of the site, both in relation to local Bluecratic laws and in some instances, real world disputes of a simplified nature. There should be no more than 200 judges elected to the site, with each judge required to have at least a college degree. Further, select cases in the real world can be selected for special consideration.
Dispute Resolution Tribunals (DRTs): Similar to the judicial department, except leaders within this institution will decide matters brought forth by citizens of Bluecratic on any issue of a personal matter.
The Culture Forum: This institution of 1,000 members elected from single members districts, will be tasked with proposing no more than 15 resolutions per member each year, on matters of local concern and/or to celebrate the accomplishments of people and entities within each district. Each resolution must contain no more than 100 words, and every member of the forum is to be considered a community-based participant.
Committee of Economic Advisors: As noted above, this committee will consist of 100 members tasked with directing the economic development of the region. All members are to be appointed by the ambassador, subject to removal by direct vote of the people.
WHY BLUECRATIC?
WHY BLUECRATIC?
PROBLEMS
-Government is inaccessible.
-Our leaders are unresponsive to the average voter/citizen.
-Governing institutions are inherently inefficient / and on the corruption spectrum.
-Politics is conflictual, and many people hate it; yet humans are political by nature.
-Even democracies are somewhat oligarchic (ruled by a few powerful groups, an elite class).
-There is no cooperative relationship between religious institutions and government (it is likely a global majority feels this way).
-People want to be engaged with their governments but feel disengaged.
-Social media is not an appropriate vehicle for political expression.
-Existing internet sites largely operate in an anarchic environment, including e-commerce and news feeds.
-The existing internet has only poisoned our global political discourse.
SOLUTIONS
-The creation of a parallel, online government for all.
-New political structures from the local precinct to the
global level.
-Highly decentralized, with nearly all governing done
locally.
-Being creative with the formation of new governing
institutions.
-Voting for elected representatives virtually, in greater
numbers.
-Passing virtual laws in greater numbers.
-Replacing social media with “public voicing.”
-Responsible use of AI.
-Pressuring/influencing “brick and mortar”
governments.
-The "Pillars."
-Access to more reliable, objective news sources and
academic, peer-reviewed publications, along with
online educational material.
WHY SHOULD USERS JOIN THIS
UNIQUE FORUM?
-The politically active, leaders, policy wonks, and
passive followers of the news are expected to join.
Nevertheless, since humans are political beings
by nature, they only need the appropriate internet
platform to express it...
HOW IS BLUECRATIC A VIABLE
BUSINESS MODEL?
-Members, or e-citizens, can join for a very small,
one-time fee. Higher level political actors would pay
more, on a tiered basis monthly.
-Revenue can be generated through some measure of
online advertising and subscription fees (enrollment,
news, information, self-publication, etc.), among other
sources.
-The projections for the growth of this site are
reasonable in light of near-universal frustration with
existing governing structures around the globe;
autocracies/dictatorships, oligarchies, representative
democracies, closed societies, centralized party rule, and
so forth.

BE A BLUECRAT!
If the human race is to survive and prosper this century and beyond, it must embrace its destiny as a politically unified species.
Products, media, and educational tools dedicated to this effort will be found here...
E-CITIZENS
Registered e-citizens or members are expected to be the backbone of the Bluecratic system, as links in a global chain uniting various political and cultural interests of cities, provinces, and regions, for the purpose of organizing the future governmental machinery of the human race:
By registering with Bluecratic, e-citizens (including individuals and business entities) will be capable of performing various functions, such as petitioning in favor of special causes in the interest of justice, collaborating with other members in order to lobby for the adoption of special policy concerns, form political parties and electoral campaigns with a global reach, or a regional purpose, and vote for e-officials (or representatives) at the district, municipal, provincial, regional, and global levels. World legal codes will inevitably result from these efforts, which in turn could form the initial building blocks of a new virtual legal system, through the application of existing and future multinational treaties. However, the focus of such a system would be a decentralized federal accommodation of small states, not a world government.
Funds may also be raised within the confines of the site, embracing a form of virtual civics, with links to other established media and news outlets, in order to grease the democratic machinery of Bluecratic, or to further ballot initiatives of concern to all people. Another great endeavor of Bluecratic will be the establishment of a public-private consortium of common interests, in conjunction with the efforts of e-citizen members and the "hard power" governments of the world, to fund and manage special projects for the common good of all people.
BLUECRATIC METHODS
Assemblies devoted to managing the work of the Bluecratic site, and rules governing how e-citizens conduct themselves, will be featured in this section.
It is key for one to understand that corporate interests will not be catered to, and any and all concerns related to speech will be addressed by these special assemblies in a democratic fashion. Of course, the guiding principle must be to safeguard all forms of political speech, no matter how fringe or unpopular it may seem, and that some measure of near-universal assent must govern the work of the assemblies.
In short, Bluecrats (not technocrats) will have the final word on how to foster the protection of political speech within the Bluecratic system.
THE E-REPUBLIC
A Charter of the Bluecratic system is necessary to facilitate the legal, financial, social, and cultural underpinnings of the e-nation. Nearly all political leaders within Bluecratic will be elected by members of the site (e-citizens). Of course, the technological maturation of the global, internet-based voting system will be managed by the site.
After first acknowledging that there must NEVER exist a world government, the hypothesized institutional contours of the e-republic could appear as follows, in order of geographic significance:
I. GLOBAL CONFEDERAL INSTITUTIONS:
NOTE: THESE INSTITUTIONS WILL BE MUCH MORE RESTRICTED IN SCOPE AND AUTHORITY THAN THEY INITIALLY APPEAR...
Herein lies the basic structural framework of the global sovereign, with an essential "separation of powers" component and division of authority that ensures tyranny is checked and political freedom is maximized. However, in order to ensure that e-citizens of the world are well represented, several individual participants and leaders elected to public service will form a mosaic of governing expertise spread across several different institutions, each with specialized jurisdiction as noted below. More significantly, the federal e-government will be severely restricted in scope to very specific functions of global concern only, in addition to other built-in limitations not yet enumerated (such as no authority to pass global statutes, rules, or regulations, unless approved by all regions and their e-citizens). There are ten institutions of the national e-confederation of very limited authority, but with the ability to check or regulate the other institutions in competitive fashion. There will be no preemption power at this level of e-government, as each regional e-government will be able to overrule any law or other action by any federal authority by supermajority vote (where appropriate) even after approval by all regions, with global application; thus, if any regional egovernment chooses to override a federal rule, it will do so on behalf of all regions. The ten institutions are as follows:
i. The National Council - This consultative body will consist of 251 members, elected by worldwide e-citizens (from every corner of the globe), whose primary functions are to debate matters of global security and peace, human migration, economic development and trade, environmental integrity, and political integration. All resolutions passed by this entity are advisory only, except where the vote is by a 75% majority or greater, and where each regional e-government ratifies the resolution, and its e-citizens assent by popular vote.
ii. The Chief Executive Committee (CEC) - The only executive council, with no sub-departments, consisting of 251 members from around the world. Its jurisdiction will be severely restricted.
iii. The World Parliament - The national legislature, with thousands of members elected virtually from single member districts worldwide. Policymaking areas will be strictly limited.
iv. The Court - The judicial branch consists of a World Supreme Court of 101 members, with no sub-units or lower courts. Decisions must be ratified by all regional e-governments.
v. Dispute Resolution Tribunals (DRT) - Commissioned to resolve disputes for which there is no applicable legal remedy (disputes among governmental institutions only, based on principals of contract law and/or mediation).
vi. The Senate - This consultative body, with about 2,501 members, will investigate hard power entities (existing nation-states).
vii. The Diplomatic Corp. - Ambassadors from all Bluecratic provinces, with specialized functions.
viii. The Pillars - A political association of the five major world faiths and "other" faiths, as approved by the principal group (where each Pillar usually constitutes one of the major religions and/or the "other" grouping), with the authority to propose referenda, promulgate resolutions on social norms, and resolve political disputes (when requested to do so). All universal resolutions must pass each chamber, or Pillar, by a majority vote of 95% or greater to become effective, with no legal effect unless approved by all regions and its e-citizens.
Matters concerning virtues, ethics, and the essence of our human nature will be considered, in addition to the gradual abolition of warfare.
ix. The Forum of Economic Experts - Tasked with internet-based monetary policy, financial policymaking, and counsel, consisting of about 101 economists. Its rules are advisory only, but a virtual banking system could be created to manage crypto currencies online, within parameters that are yet to be determined.
x. Supreme Intergovernmental Agencies - Elected regionally, they will regulate and check the power of the global institutions.
II. REGIONAL E-GOVERNMENTS:
These governments will mostly mirror the institutions at the federal level, with 15 regions administered. NO GLOBAL RULE PASSED OR CREATED BY THE GLOBAL CONFEDERATION MAY BECOME EFFECTIVE WITHOUT THE ASSENT OF ALL REGIONS, WITH EACH REGION REQUIRING APPROVAL BY A 75% OR
MORE MAJORITY OF TOTAL MEMBERSHIP.
III. NATIONAL ASSEMBLIES:
Representative assemblies with a chairperson elected at-large based on existing nation-state boundaries around the world and consistent with United Nations (UN) guidelines, subject to limited jurisdiction and the power to pass resolutions only (no lawmaking authority). Diplomatic authority will be maintained.
IV. PROVINCIAL AUTHORITIES:
NOTE: THESE ARE THE PRIMARY GOVERNING INSTITUTIONS OF BLUECRATIC!
Just as the name implies, these entities will be tasked with no less than 90% of all virtual governing functions throughout the Bluecratic system. Bluecratic is and should forever be one of limited and decentralized authority, and this level of e-governance will have considerable political authority and preemption power over all lower levels. It is estimated that 5,000 to 7,500 basic polities will eventually be formed, including states within current federal systems, administrative divisions of unitary states, provinces, territories, and autonomous regions, depending on population levels, e.g., Ontario, Kansas, Oaxaca, Rio de Janeiro, Bavaria, Lagos, Kurdistan, Goa, Novosibirsk, Hunan, etc. Each province is to be represented by its own e-government, including virtually elected ambassadors to hard power nation-states in the world today. It is also noteworthy that each province will have a Children's Assembly and Proprietor Council.
V. MUNICIPAL POLITIES:
Basic city governance with metropolitan jurisdiction recognized and strict separation of powers utilized, where city leaders represent small population districts. A-SAC and/or
SAMM are examples...
VI. DISTRICT LEVEL ENTITIES:
Basic neighborhood or precinct level governance, designed to promote e-citizen participation and grassroots involvement.
THE CHARTER
The rules of Bluecratic will be enumerated in this section, based on the following notion:
The governing structure of this site’s internet-based global system must be grounded in solid constitutional principles, and clearly defined lines of authority.
Each sub-national governing entity and locality will have its own charter or constitution, designed to be brief but sufficiently detailed so that ambiguity in the e-law is lessened.
GLOBAL CONFEDERAL INSTITUTIONS
A detailed description of virtual national polities will be placed under this heading, organized within a federal framework, so that users and e-citizens can acquire a working knowledge of the global e-republic. It should, however, be reiterated that the sources of national and/or confederal power, as thoroughly detailed and defined in the Charter, and the world egoverning system (and virtual institutions) they pass through, with policies restricted to very specific (and few) topics that cannot be expanded through the Charter amendment process or by judicial fiat. The ultimate goal of the Bluecratic process in this regard is must be strictly limited.
True political power must remain highly decentralized, with policies restricted to very specific (and few) topics that cannot be expanded through the Charter amendment process or by judicial fiat.
The ultimate goal of the Bluecratic process in this regard is to teach humankind how to create a functional global sovereign (with very limited political authority), NOT a world government, without it becoming or evolving into a source of tyranny over time.
THE PILLARS
This section will eventually have a dual purpose:
First, to provide useful information necessary to broaden an e-citizen’s understanding of all major religions of the world.
A "special prayers" function could also be included, so that users, individually or collectively, can voice their inner thoughts and wishes for others in need, or for entire communities. Of course, special care would have to be taken so that all messages conform to the integrity (but not necessarily doctrine) of all faiths.
Second, to facilitate the work of the "The Pillars" and catalog the various resolutions or "code of universal virtues" it passes.
It is anticipated that six of the seven Pillars will each be composed of leaders from all universally accepted religions based on factors such as population figures and historical relevance (two each for Christianity, Islam, and one each for Judaism and Hinduism), with the seventh Pillar consisting of Buddhism and other faiths as universally accepted by the leaders of the historical group. These are largely unelected bodies, based on the traditions of each Pillar, with each Pillar consisting of between 500 and 750 leaders). Moreover, each Pillar can pass its own theological and moral precepts, in addition to when they occasionally consult to pass universal rules requiring a vote of 95% or more of each Pillar:
PILLAR 1 - Christianity (Catholicism and E. Orthodoxy, apportioned at a ratio of three-to-one Roman Catholicism-to-E. Orthodoxy)
PILLAR 2 - Christianity (Protestantism and the many other denominations, as approved by a simple majority vote of Pillar No. 1)
PILLAR 3 - Islam (Shia)
PILLAR 4 - Islam (Sunni)
PILLAR 5 - Judaism (special membership provisions are forthcoming)
PILLAR 6 - Hinduism (special provisions are also forthcoming)
PILLAR 7 - Buddhism (50%) and other global religions (50%, this portion requiring the assent of the primary six Pillars to join, at no less than 95% acceptance by each group)
LASTLY, THE GOAL OF THIS EFFORT IS NOT A UNITY OF RELIGION, BUT A UNITY OF RELIGIOUS PEOPLE IN ORDER TO STRENGTHEN THE MORAL
FOUNDATION OF HUMAN CIVILIZATION, MAXIMIZE THE PUBLIC INTEREST, AND RENEW HUMANITY'S TIES TO THE METAPHYSICAL REALM IN THE FACE OF
INCREASINGLY SECULARIST IDEOLOGIES BASED ON RADICAL INDIVIDUALSISM.
REGIONAL E-GOVERNMENTS
A detailed description of governing entities from different regions around the world can be located in this section. These entities will have well-defined parameters within which to govern, addressing a very limited range of policy areas. The basic political institutions at this level will be similar to those presently existing at the national or global level.
Political rights may be enumerated at this level, but only with the assent of all provinces within the jurisdiction of a region. Cultural beliefs, generally accepted ways of living, and even some civil liberties in one region could be deemed dangerous or wholly illegitimate in another region (or even in different provinces within a single region). For that reason, there must exist universal acceptance of a constitutional precept before it can have any practical application beyond the provincial level. Humans should always strive for political equality, but must also avoid the hubris that is sometimes acquired due to ignorance of, and hostility toward, traditional and historical cultural values and beliefs.
Lastly, there will be fifteen regional jurisdictions covering the entire planet, with very limited political powers.
The regions are:

THE PROVINCES
Approximately 90% of all virtual or Bluecratic policymaking will be done through local political entities. The total number of provinces, or virtual states, listed in this section will range from 5,000 to 7,500, with each linked for easy access by all members of Bluecratic. As already noted in a prior section, each province will be represented by a leader whose title will be "Ambassador."
Another special feature will give e-citizens in each province the opportunity to vote on laws and proposals that have been debated and passed by actual “brick and mortar” governments in their region, in addition to the virtual laws their provinces create. This will be true whether a user of this site lives under a democratic or authoritarian hard power system.

AMBASSADORS
Every province will elect a chief executive and head of state (with the title of “Ambassador”), who will represent the interests of e-citizens in that area in relation to all other provinces in the world, in addition to all other levels of e-governance and hard power institutions as well. The prevention of armed conflict and general global security will be a prime focus of attention for these leaders.
Once Bluecratic is operational, a list of all ambassadors (organized geographically) will be located here...
CHILDREN'S ASSEMBLIES
These are special legislative bodies at the provincial and local levels of e-government, consisting of children from ages 13 to 17 (of course, with parental guidance).
They will engage in policy debates and propose laws to the legislatures of the world (Bluecratic virtual polities, and real-world entities).
PROPRIETOR COUNCILS
These are consultative entities made up of corporations and other business associations, as defined.
They will be organized at the provincial and local levels of e-governance, and can debate and propose changes to existing rules and regulations in the non-virtual world and within the Bluecratic system.
MUNICIPALITIES AND DISTRICTS
Local governments will be organized around cities with 100,000 or more people, unless otherwise mandated by the special conditions of a province. In rural areas, towns and villageswill be merged into larger municipal units.
Districts will form the smallest unit of e-governance, comprising on average 2,000 to 10,000 citizens within municipalities (and in many occasions, entire small towns now in existence).
All virtual political units will include elected legislative, executive, and judicial components (among others), with special links to existing municipalities.
POLITICAL PARTIES AND INTEREST GROUPS
A directory of political parties, interest groups, and all other groups hoping to influence policymaking or lawmaking connected to all federal levels and elections (both virtual and real world), will be found in this section. There will be additional links to educational material, historical data, and other websites of special interest to all users of Bluecratic.
This section will be organized geographically by region...
E-CAMPAIGNS
Candidates for any virtual office throughout the Bluecratic system must conduct their efforts through this portal.
Users may access advertisements, campaign videos, and other relevant information a candidate chooses to disseminate for electoral purposes
REFERENDA
Referenda, as directed by any legislative body at all levels of Bluecratic e-governance, will be noted under this section. Thus, direct voting for virtual laws and ordinances will occur within this section. Bluecratic citizens will also be empowered to vote directly on laws, regulations, and judicial decisions that come from actual governments in their localities.
BRICKS-AND-MORTARS (COMPARATIVE GOVERNANCE)
This section will contain links to other sites and academic papers that provide users with detailed information and data related to all real-world governing systems, of which there are approximately 195, consistent with UN figures. Further, tutorials on international politics and the United Nations (UN) will be found in this section. In short, a clear understanding of how existing governments of Earth function can only aid the average e-citizen of Bluecratic in the journey towards full participation in the virtual world of politics.
THE BRIDGE (INTERACTIVE GOVERNANCE)
An extraordinary list of links to non-virtual governments from around the world will be located in this section.
An emphasis on direct engagement with public services provided by the governments will be noted.
BILLS AND RESOLUTIONS
A list of pending bills and resolutions from all legislative bodies throughout the world, and within Bluecratic, will be organized in this section for easy reference by all e-citizens.
WORLD e-LAW
Laws, regulations, resolutions, proclamations, rules, edicts, orders, and judicial decisions of all Bluecratic entities, at the national or global level, will be codified in this section.
Links to real world codes, statutes, and decisions, among other legal documents, will be found here.
PROVINCIAL LEGAL CODES
The various laws, regulations, and resolutions of the regional e-governments will be found in this section. Notably, there will be only one provincial court per region, with limited jurisdiction.
LOCAL ORDINANCES
All city or municipal ordinances and local directives (created by some districts), organized by provincial jurisdiction, will be located in this section.
This section will list all Bluecratic and non-virtual laws at the local levels, with summaries by experts where feasible.
GRASSROOTS
Petitions to begin a movement for political change can be initiated through this section, with a focus on non-virtual political entities within a user’s jurisdiction.
This section will likely be organized along provincial lines...
Note: Similar sites already exist to promote political change and causes in a virtual manner, but none do so in conjunction with a system such as Bluecratic, which could exponentially deliver results to a local cause or movement by uniting supporters from all corners of the globe.
POLLS
A catalog of polls on various topics across all national boundaries will be listed here (whether cultural or political), but organized in a manner consistent with the geographic layout of the Bluecratic system.
Real world elections within existing national boundaries or those concerning virtual policymaking within Bluecratic will be placed in this section, with links to all regions of the world. Activity within closed societies, or those without the existing machinery for testing populist movements or opinions, will be closely monitored within this section as well.
A "support/oppose" feature could also be included...
THE FORUM
MAT IS OUR FIRST BLUECRAT
VOICES
The idea behind public voicing is a well-researched, evidence-based approach to advocacy that does not censure seemingly unpopular or minority points of view. This section is to be distinguished from The Forum tab, which will include more free style or opinion-based pieces (though still evidence-based to some extent).
This section will be organized by geographic region (along existing national boundaries), then by topic or subject matter.
HEADLINES
Links to global and provincial news stories will be contained in this section, aggregated in similar fashion to some highly respected news organizations. The focus will be on political and economic news.
Notably, only non-opinion pieces will be found in this section, and special efforts shall be made to ensure only high quality, non-ideological, and accurate information can be accessed, so that Bluecratic users are the most well-informed citizens of the world (and within their local communities).
DIRECTORY OF LEADERS
Links to biographies and other personal and political information concerning heads of states and associated national leaders will be listed in this section. Both Bluecratic and non- Bluecratic leaders will be featured herein.
FLAGS OF EARTH
Pictures and backgrounds related to existing flags of all countries in the world, and their sub-units as well, will be located in this section. The goal of this section is purely educational, with hope that the symbols of world nationalism referenced by this site can be better appreciated.
*Charitable Connections
E-COMMERCE
Businesses will market their products and services through this portal, with access to the entire global marketplace.
This section of Bluecratic will also codify the e-law and e-regulations relevant to free trade and travel around the world, including model treaties for use among existing non-virtual nation-states and international organizations.
THE FINANCIAL CORNER
Extraordinary links to banking and investment services will be located in this section.
In all likelihood, this portal could eventually expand to include actual system-generated financial services linking all e-citizens, with a virtual world bank created to govern Bluecratic monetary policy and the free flow of existing digital currencies.
TRADING POST
This section will focus on providing Bluecratic citizens opportunities for exchanging goods and services, organized by region, province, and municipality.
HELP WANTED
This section could eventually become a large source for career advancement for all Bluecrats, with a reach that extends to thousands of provinces.
CONSUMER REVIEWS
Existing real-world national and international rules and regulations governing consumer rights and bankruptcy will be detailed in this section.
Proposed changes and laws from the regional e-governments will also be included here, with links to news articles and professional treatises from around the world.
JOURNALS
Links to peer-reviewed articles, academic journals, think tanks, and similar sites concerning theories of supranationalism and world governance, international affairs, and political theory will be included in this section.
Other journals of a non-political nature may also be included.
BOOKSHOP
This section will contain a virtual bookstore on topics related to world nationalism and global affairs. In time, additional subject areas can be added that are consistent with the general mission of this site.
GENERAL REFERENCE (AND EDUCATIONAL MATERIAL)
Useful links common to almanacs and encyclopedias from all over the world will be organized by region and/or topic. The list will include reference materials, covering political, economic, legal, cultural, historical, medical, and general scientific information designed to enrich the minds of all Bluecratic citizens.
VIRTUAL LIBRARIES OF THE WORLD
This section will contain links to all digital media and literature provided by the major metropolitan areas of the world (the largest cities). This section will also provide links that feature amateur writers from around the globe who choose to self-publish, as vetted by Bluecratic members selected for the task (also connected to the "Voices" tab). Rules governing this effort are forthcoming...
THE GEOGRAPHY OF EARTH
This section will simply illustrate and catalog the natural beauty of our wonderful homeland, organized by existing non-virtual nations of the world. Pictures, videos, and media will be used for greater understanding, along with interactive tutorials and encyclopedic articles for enhanced learning.
ECO
Global and regional e-governments shall debate policies relevant to this important subject. All virtual rules and regulations will be located in this section, with special links to existing international treaties and actual policies implemented by national and supranational governments in the non-virtual world.
Educational material and scholarly journals and books on the status of the global environment might be listed in this section, in addition to current news articles on the subject. The health of our planet is of vital importance to the future of our species and life more generally. Of course, the overriding goal of this section is to build political consensus on the actual dangers presented by human activity on the planet, and the solutions necessary to mitigate the effects of such activity without unnecessarily harming human civilization as a whole.
STORIES OF HUMANITY: A HISTORY OF HUMAN CIVILIZATION AND NOTABLE BIOGRAPHIES
If a user of Bluecratic clearly understands where we all come from and where we have lived as a species, he or she can better understand where we are going as a world civilization.
Therefore, the focus in this section will be on the big picture of world history, from ancient civilizations to the present time. Notable people in human history will also be chronicled.
OUR HUMAN FAMILY
The guiding principles of this site shall direct humanity’s focus to non-tribal policy endeavors and philosophical inquiries, although primary governance must remain local. Race is a social construct, which must be overcome. Stories, news articles, historical accounts, videos, policy ideas, and laws devoted to this effort will be organized in this section for easy reference. Furthermore, the goal of this section is to instruct all e-citizens that while we all have different backgrounds, from a genealogical, cultural, and familial perspective, we are all members of a single national group and one true ethnic group, homo sapiens.
LANGUAGES OF THE WORLD
Tutorials and in-depth studies on the various language families, and specifics on conversational competence, will be found in this section. This includes non-verbal forms of communication enabling people, from different nations and language groups, to communicate more effectively with each other.
GENEALOGIES
Bluecrats will be able to submit historical accounts and biographies of their own family (or even themselves), inluding narratives and family trees. Additional information designed to bring people closer together will be included, with opportunities to engage one another. The idea is to demonstrate just how similar we all are to one another, and to build family and communal associations for political and non-political purposes.
CULTURE, MUSIC, AND CUISINE:
The goal of this section will be to teach e-citizens about the cultural norms, music, and food of the various provinces and municipalities of the world, as provided by the residents of those areas.
CITY VIEWS
Residents from all major cities of the world, and from all existing nations of Earth, will upload videos that feature the sights and special attractions of their cities. This will serve as an opportunity to learn about life in the major urban centers across the planet, with a focus on what we share in common.
Note: One could easily research the internet and find similar videos, but none with the breadth and organization provided by Bluecratic in a manner that features what locals think and feel about their cities.
LESSONS
Professionals and those simply interested in sharing their own special expertise on a specific matter, whether it concerns medicine, law, home improvement, fixing cars, or cooking a special meal, can advertise their skills in this section. Video tutorials, similar to those that can already be found online, will be uploaded. The key difference being that the organization of these lessons will be more easily accessible, and a pecuniary purpose could also be designed for businesses to reach a larger audience. Another goal of this section will be to feature interactive opportunities, so that Bluecrats can share important information directly with one another (for a fee or without charge).
TECHNOLOGICAL WONDERS
Cutting edge technologies will be highlighted in this section, addressing the frontiers of human imagination and progress.
Although many areas of human life and comfort will be reported, a special emphasis on advances in medicine will be noted.
*VIRTUAL SPACES
SPORTS AND GAMES
Professional leagues from around the globe will be the focus of this section, including news, facts, and commentaries. Moreover, citizens can engage in competitive gaming, representing localities and provinces through this section.
THE UNIVERSE
An extraordinary list of resources from the leading minds of academia and science (including physics) will be found in this section. Humans must not only understand the planet they call home, but they must possess extensive knowledge of the location of Earth within the known and theoretical universe.
Cosmology and it’s application to the politics of Bluecratic will be explored and appreciated.
PORTALS TO THE UNKNOWN
This unique feature of Bluecratic will catalog the history of human space exploration, with links to useful educational material, news articles, and public and private websites dedicated to the effort. In time, this section could be used to facilitate greater cooperation between non-virtual governments and corporations for future travel to the cosmos.
