DemocriFi, Inc., d/b/a Bluecratic, is the premier platform for digital democracy, creating space where civic engagement meets innovation.

It’s the world’s first and only network of geo-based, digital communities, with all the attributes of a city, town, or region, such as business and social groups, news/radio outlets, libraries, podcasts, and governing systems. The purpose being to facilitate real-world gatherings and policymaking, and influence existing governments.  Thus, each community may feature a digital town square with necessities such as links to e-commerce, podcasting, public voicing, news briefs, and libraries, to name a few.

II. THE BASICS

BLUECRATIC is the premier forum for online democracy, featuring the world's only network of purely digital communities within specific, real world geographic boundaries.

This is community engagement through digital governance.  The inception of this network is the Austin-San Antonio Community (A-SAC).

A-SAC is the equivalent of a virtual society managed by a digital government run by internally elected platform members, and manifested through a network of citizen members that is designed to compete with, pressure, and monitor existing political systems; and represent its interests regionally and globally.

A-SAC and future internet-based communities will be organized around metropolitan or provincial areas, with each representing a subnational region that functions within corporate and confederal frameworks (business and political, respectively), and where each community is a franchised entity.

The company introducing this new concept is DemocriFi, Inc., d/b/a BLUECRATIC. The goal is to foster an online political and socioeconomic system that properly balances competing societal forces against each other, promotes a more harmonious policymaking model, and decentralizes power to where it belongs; as close to the common person as possible.

IV. A-SAC: THE FIRST DIGITAL COMMUNITY

The Austin-San Antonio corridor is an emerging megacity, with more than 5,100,000 inhabitants as of 2024 (covering 15 counties within Texas, which has 254 counties throughout the state).

Once fully operational, A-SAC will have its own digital (or virtual) government, consisting of a metro legislature with 750 representatives, a unique executive structure, a simplified judicial and dispute resolution department, a community forum, a proprietor council or chamber, a children's gathering site, and local "Pillars” of faith.

The entire structure will be represented by a metro “ambassador,” whose sole position is to promote the interests of A-SAC worldwide as its symbolic leader.

All components of A-SAC are separate from each other, constituting independent political "branches,” with sub-units (district level leaders totaling about 2,500 members):

1.    THE ORGANIZATIONAL STRUCTURE OF A-SAC (9): The A-SAC digital community model is reproducible and can be launched in multiple venues through the franchise model.

•    The Ambassador: This person is elected by A-SAC members at large, and represents the interests of all residents within the metropolitan area, in relation to other digital communities and regions.

•    The Council: Includes departments and governing units, resembling a simplified version of existing units in the real world, including educational sub-departments, essential services, law enforcement, infrastructure, etc.  Each department will be headed by a council member and the metro chief executive will represent the full council in relation to other political units throughout A-SAC, and have special appointment authority within the executive structure.  The chief executive and council members will be elected at-large.  The council can veto e-legislation passed by the metro legislature (subject to approval by the voters), but only by 75% or more vote of all exiting seats.  These officials will coordinate with district leaders to resolve problems at the neighborhood, or district level.

•    The Assembly: With 750 representatives, each covering a population district of no more than 7,500 people, all A-SAC law, or “e-laws,” are to be authorized by this institution.  Each representative will author no more than ten bills per year, which must be voted on by the full assembly as written.  Each bill must contain no more than 500 words, and if passed by the assembly, can be vetoed by direct vote of the citizens of A-SAC (if first vetoed by the Executive Council).  All rules of procedure will be established by the assembly, which will elect a group director or leader, and debates must be streamed on the BLUECRATIC site.  NOTE THAT THE LEGISLATIVE ASSEMBLY COULD BE BICAMERAL, WITH ONE CHAMBER FOR WOMEN AND THE OTHER FOR MEN.

•    The Courts: The purpose of this branch of A-SAC is to resolve legal disputes among members of the site, both in relation to A-SAC laws and in some instances, real-world disputes of a simplified nature.  There should be no more than 250 judges elected to the site, with each judge required to have at least a college degree.  Further, select cases in the real world can be chosen for special consideration utilizing AI in a positive manner.

•    The Elders: Advisory boards that resolve interpersonal disputes.

•    The Forum:  This institution of 1,000 members elected from single member districts, will be tasked with proposing no more than 15 resolutions per member each year, on matters of local concern and/or to celebrate the accomplishments of public servants, members, businesses, organizations, and other similar institutions within each district.  Each resolution must contain no more than 100 words, and every member of the forum is to be considered a community-based participant.

•    The Chamber: Similar to a chamber of commerce, representing proprietor members of Bluecratic and other select businesses, but authorized to submit no more than 50 bills per year to the metro legislature for its consideration by majority vote, and the A-SAC members collectively.  It is expected to have 100 members, elected at-large within the Bluecratic site.

•    The Gathering: Consisting of about 2,500 members between the ages of 13 and 17, elected from local districts or schools, this institution will vote on select matters passed by the community forum and metro legislature, in order to gauge the collective interest of these future leaders of the region and world.

•    The Pillars: Faith-based institutions, focused on the demographics of A-SAC in conjunction with the makeup of the global religious population. Only historically relevant faiths, and those chosen by the primary group of “pillars” will participate. The goal is to pass resolutions that encompass universal principles of ethics that can guide the behavior and development of the entire community. In the aggregate, it can offer no more than 10 bills to the legislature per year.

2.    THE A-SAC SUBSYSTEM: LOCAL DISTRICTS

The entire A-SAC region will be divided into 2,500 sub-units called "districts," from which a single leader will be elected on the VoTerra site.  This leader will in turn coordinate issues and concerns directly with members of the executive department, metro assembly, the courts, the community forum, proprietor council, children’s assembly, and the Pillars.  It is expected that each leader will represent the interests of about 2,000 citizens (all inhabitants, including non-members of the site), and be authorized to have direct access to participants of nearly all political institutions of A-SAC and hopefully, in the real world.

VI. LAUNCH DETAILS

•    Democri-Fi, Inc. is organizing a forum discussion or podcast, in video format, to be streamed throughout existing social media and the internet, in which local government and community leaders collaborate with each other. Sponsorship from select area businesses will be sought, with Kinected as the proposed location of the video production.

•    The primary purpose of the forum is to discuss some important issues facing the A-SAC region. However, a secondary purpose is to introduce topics on the efficacy and development of BLUECRATIC as a new digital platform for political participation by office seekers, politicians, multiple political parties, community organizations, businesses, faith-based groups, voters, and citizens in a given jurisdiction.

•    In short, BLUECRATIC promotes one-of-a-kind virtual communities within specified geographic regions that compete with existing governments, and the forum discussion will focus on ideas related to the development of a new Austin-San Antonio “e-metro,” and innovative governing institutions that facilitate e-elections, dispute resolution, and policy making for members known as e-citizens. A detailed business plan will be presented as well, including matters related to corporate structure, marketing, and membership details and benefits, among other topics.

•    BLUECRATIC is designed to be an adjunct digital governing and social system for all residents and legal entities, separate from existing local governments. The video production is therefore, a community forum for select local leaders and a launchpad for this new enterprise.

Once a critical mass of global digital infrastructure is established at the local levels, with each metro operating under a franchise through DemocriFi, Inc., a vertical integration will occur with the establishment of provincial entities, along existing jurisdictional boundaries where appropriate or applicable.

Eventually, regional organizations will develop organically, with no more than 15 throughout the world. Only historically relevant faiths, and those chosen by the primary group of “pillars” will participate. In the aggregate, it can offer no more than 10 bills to the legislature per year.

2. THE A-SAC SUBSYSTEM: LOCAL DISTRICTS

In its inaugural form, geographically defined metro e-states initiate the development of this system. Once a critical mass of global digital infrastructure is established at the local levels, with each metro operating under a franchise through DemocriFi, Inc., a vertical integration will occur with the establishment of provincial entities, along existing jurisdictional boundaries where appropriate or applicable. These entities will continue to operate under the VoTerra brand.

Eventually, under the “BLUECRATIC” name, regional organizations will develop organically, with no more than 15 throughout the world. Consistent with principles of liberty, extreme decentralization of governance and power, individual rights balanced with social responsibility, and the promotion of universal and traditional values, norms, and ethics, these regional institutions will be very limited in scope.

Further, a global organization could be established with nocapacity to enact policy of any kind but endowed with symbolic and representational authority on behalf of the human family. There must NEVER exist an operational world government, whether digital or in a traditional sense, as this would tempt the worst impulses of humanity at the expense of our collective safety and wellbeing. DemocriFi, Inc. aims to promote this basic truth of human existence, that well-defined nations must flourish independently within a cooperative global community.
